This is just another thought to throw into the mix.

c.f. this link http://www.hilotutor.com/archives_foment.html which shows that, though foment is most commonly used negatively, it can have a positive use.

I quote from the link above:
Rarely, we'll use foment with a positive tone, and talk about, for example, countries and companies fomenting better employment rates and economic growth, or people and events fomenting understanding and tolerance.

Some of my deliberating has been re how to create a coherence and flow for the bullet points because they are labelled as Goals and Objectives. I see this as a possible way (part of the reason for my asking for wider context), though it presupposes that you are happy to follow through with the To... bullet point format which, for me, is necessary to express purpose here https://www.ef.com/wwen/english-resources/english-grammar/in... That said, I cannot be sure what aspects need to be stressed without your knowledge of the text so you may prefer a different verb.

On reflection, I also think that problems on its own avoids the reticence I have to use an or any. But it depends on whether the focus of the goals is on problem-solving or whether the issues are not necessarily problems.

Hope my deliberations are of some help to your decision-making process.

issues doesn't really work for me without the, which is why I would prefer problems if the contextual meaning allows it.

And I also like <>in-depth understanding, but I think that deeper would be more usual with foment. Sadly foment an examination doesn't work, so if examination is your preference, you will need a different to infinitive.
