Still, I would give preference to quiet "times" because there is a difference between quiet hours (Ruhestunden) and quiet times (Ruhezeiten) as understood in German speaking countries

Since 'Siesta' is objected to and, since there is no such thing in the English Speaking World to be understood, I suggest,

'Prescribed hours of quietness and minimum noise'

April 1 - September 30: 15:00-17:30 & 23:00-07:00
October 1 - March 31: 15:30-17:30 & 22:30-07:30

What is being meant here, I think is the legally mandated quiet time (22:00 p.m. to 7:00 a.m.) in Germany, Switzerland, Austria and may be in other countries as well.

This isn't really a concept in Britain and other English-speaking countries, as far as I know. Britain has a vague concept of "antisocial behaviour" without defined hours and certainly without a quiet period in the middle of the day.

I think, depending on the rest of the text, you will have to be creative and/or descriptive. Maybe something like "the quiet hours, when noise must be kept to a minimum, must be observed..."
