Thanks Ellen, I used both parts of your answer to show that the hours of quietness are those mandated by Greek law.

I provided this answer separately on purpose because I feel that it is important to clarify that ώρες κοινής ησυχίας does not refer to all types of 'quiet hours’. In stock trading and many other types of business the term ‘quiet hours’ refers to ‘slow periods’ or ‘periods of reduced trading activity’. See:

https://www.google.co.uk/?gws_rd=ssl#q="quiet hours" Forex

Τhe general term, “quiet hours”, can also refer to times when universities and other educational establishments apply periods of quiet for 24 hours per day while students are studying for examinations. See:

https://www.google.co.uk/?gws_rd=ssl#q="quiet hours" study p...

Also, the Greek term includes the word “κοινής”, possibly to distinguish it between “ώρες ησυχίας” in other situations, and, since the word is there, you might as well translate it and include it.

the hours of public silence

Explanation:
since the text says "These hours must be observed", it can hardly be the hours of common or shared silence.

just noticed that my prior correction, i.e. that it should read hours of public quietness, also my subsequent Translation entry was temporarily invisible.
in Addition to my discussion entry, I would like to Point out that if we speak of quiet hours, it mostly refers to certain hours Long distance drivers have to observe after having driven the truck over a period of X hours, whereas "quiet times" are those Stretches of time which have to be observed by the public (usually between 10:00 p.m. until 7:00 a.m.) since decreed by law a non observance is punishable.
