omission in text?

Unterschreitet die Verfügbarkeit den minimalen Grenzwert, so ist Firma A verpflichtet zur Zahlung einer Vertragsstrafe von 20% der maximalen Vertragsstrafe Lizenzgebühren pro Prozent Unterschreitung im betreffenden Messzeitraum.

Can someone please confirm if something is missing (or indeed if something extra is included) in this sentence. I can't make sense of it, especially the latter part of it.

Falls die Verfügbarkeit den min. Grenzwert unterschreitet, so ist die Firma A verpflichtet, eine Vertragsstrafe in Höhe von der max. Lizenzgebühren (Vertragsstrafe ist hier IMHO zu viel) pro Prozent der Unterschreitung (also prozentuell entsprechend dem Unterschreitungsmaß) im betreffenden Messzeitraum zu zahlen

I would suppose, that the author simply put to many things in the sentecne. The previous one refers clearly to a penalty being a percentage amount of the license fee. The next sentence reffers to the same licence fee, so I think the "conventional penalty" in this sentence is superfluous.

Asker: Thanks, Jerzy (und Carolin, Susanne, Peter). The only other reference to Vertragsstrafe is a preceding sentence, as follows: ,,Die maximale Vertragsstrafe beträgt pro Monat 30% der Lizenzgebühren die OEM für die Services, die für die Gesamtverfügbarkeit berücksichtigt werden, für den betreffenden Monat an Firma A zu zahlen hat." and I'm wondering now if there is a "der" missing between "Vertragsstrafe" and "Lizenzgebühren" in my original question. What do you think?
