Offenes Wetter heißt, daß es keinen Dauerfrost gibt. Der Boden ist frostfrei, also normal zu bearbeiten und die Lufttemperaturen liegen meistens über dem Gefrierpunkt.

Diese Erklärung habe ich in einem "Brigitte"-Forum gefunden. Kann sie ein Hobbygärtner-Prozianer bestätigen
