Mit Vollgeschoss bezeichnet man in den Bauordnungen der Länder diejenigen Geschosse, die im Mittel mindestens ca. 1,20 m bis 1,60 m über die Geländeoberfläche herausragen und in der Regel über mindestens 3/4 ihrer Grundfläche (bei geneigten Dächern) oder 2/3 ihrer Grundfläche bei Staffelgeschossen eine Höhe von 2,30 m haben (Beispiel NRW). Die Höhe wird gemessen von Oberkante Rohfußboden bis zur Schnittkante mit der Dach(außen)haut. Die Definition der einzelnen Landesbauordnungen weichen jedoch geringfügig voneinander ab.
