Ich glaube, ich würde hier eher umschreiben, da hier mit Nachfragepotential ja eigentlich etwas gemeint ist, womit ich diese Nachfrage befriedige. Vielleicht so:
- e para criar um potencial capaz de dar resposta em alturas de necessidade / em casos de nessecidade
Man kann es bestimmt schöner sagen, aber mir fällt im Moment nicht mehr ein.
