Was wird unter "Wind und Wetter" verstanden?

Ich habe den Eindruck, dass diesen Begriff "Wind und Regen" bedeutet, ohne wirklich davon sicher zu sein.
Ich brauche zu wissen, ob es "bei Wind und Wetter"regnen kann, oder ob es auf jeden Fall regnet.

Wie würdet Ihr "bei Wind und Wetter" auf Frz. übersetzen?

diese Redewendung bedeutet: völlig egal, welches Wetter. Man geht aber meistens davon aus, dass es dann eher schlechtes Wetter ist. Also, z.B. "Wir gehen morgen Pilze sammeln, egal, wie schlimm das Wetter wird." oder "Sie geht bei Wind und Wetter (= sogar bei sehr schlechtem Wetter) joggen."


"Qu’il pleuve ou qu’il vente. = Par n’importe quel temps.
Malgré le mauvais temps, allons faire un tour au dehors. En Lorraine, qu’il pleuve ou qu’il vente, c’est toujours une admirable vie patriotique."
