German term or phrase: voll ausgelegt (voir phrase svp)

Bonjour,

"Ausgelegt" est souvent utilisé dans le sens de prévu / conçu pour mais dans cette phrase, je doute que ce soit ça, s'agirait-il d'une position ?
"Mit der Kreisfahrt kann man mit voll ausgelegtem Lenkregler auf der Stelle drehen".
