Je ne comprends pas de quoi il s'agit.
J'avais pensé à "A cet effet, l'amorce d'une campagne d'émulation est possible."

Mais l'expression qui semble selon google être utilisé surtout pour la ex-RDA, ex-URSS, Diên Biên Phu, etc.
