Freigabe is release of the order, that much is certain. I only, however, vaguely understand this expression in this context, which clearly looks at things from the distributor's/dealer's perspective (ERP software user's perspective) rather than that of the customer:

Manuelle Auftragseingabe bzw. Import einer Excel-Datei
Da die meisten Kunden Rechnungskunden sind, werden die Aufträge nach Verfügbarkeit und Freigabe direkt an den Logistikdienstleister übergeben.

Have I still got this one right or is my take off?

I do realise that the source text supposedly alludes to something completely different from what I wrote, which I am not really able to describe with words, viz. a special operation in accounting software, but still --

Could y'all accounting or logistics or software experts sort it, perhaps?
