In connection with rail networks and infrastructure, so definitely not air traffic controllers. A friend of mine who is a German engine driver explained the term as follows:

Was Lotsen tun: Den Weg zeigen, wenn man sich nicht auskennt. Wenn ich eine Strecke nicht kenne und trotzdem fahren muss, kann mir ein Lotse gestellt werden, der mir Besonderheiten usw. zeigt. Sonst, wenn kein Lotse gestellt werden kann, dann darf ich max 100 kmh fahren.
