In connection with rail networks and infrastructure, so definitely not air traffic controllers. A friend of mine who is a German engine driver explained the term as follows:

Was Lotsen tun: Den Weg zeigen, wenn man sich nicht auskennt. Wenn ich eine Strecke nicht kenne und trotzdem fahren muss, kann mir ein Lotse gestellt werden, der mir Besonderheiten usw. zeigt. Sonst, wenn kein Lotse gestellt werden kann, dann darf ich max 100 kmh fahren.

Die Fahrer von Schienenschleifzügen haben in den wenigsten Fällen die erforderliche Streckenkenntnis, da sich die Baustellen über große Gebiete verteilen und werden dann von streckenkundigen Triebfahrzeugführern begleitet, die wissen, wo mit Signalen und Weichen oder Bahnübergängen und anderen Einrichtungen zu rechnen ist.

I doubt it is meant as an alternative term for Fahrdienstleiter here, as the context is track/infrastructure construction. This text is in relation to German companies (Gleisbauunternehmen) bidding for tenders in other EU countries.

@Wendy afaict there is a definition of Zug-lotse as being a new (?) term for Fahrdienstleiter, in parallel with fluglotse, which is approximately dispatcher/traffic controller, although also different countries have varying job specifications anyway - but this is not the definition Asker has been given by his pal - which is more or less the definition of a "pilot" job (which I suspect also mostly doesn't exist as a job description on Anglophone trains) - so first thing is for Asker to be sure that his pal's definition is the right one for his text.

Found this on "dispatcher", which doesn't quite fit the bill:

While the reason a dispatcher is on the platform is to ensure the safe and prompt departure of trains, customer service is a huge part of the job and has been for some time.
