The phrase needs rewriting. Depending on what else comes in the text, I would say something something about the library

"with a view to retaining Germany's position as a [leading] location for learning and commerce" ...

location for research/science/learning are all alternatives.

Translating "Wissenschaft" is often tricky. Unless you're sure that it really is restricted to the physical, natural sciences, such as physics, chemistry, etc. "academic" or "learning" "scholarship" "scholarly" etc. are safer choices. We don't refer to political science as a science, for example.

In response to the student revolts breaking out at many universities, faculty members set up the alliance “Freiheit der Wissenschaft” (“Academic Freedom”). At the constitutive meeting, they reported on the chaotic situation in many lecture halls.
