I'm not sure I agree that "care-related" implies differences in payment amounts for different care categories. I think "care-specific" would... But "csre-related", taken literally, I think can easily imply a standard charge for care. So far, it's the translation I am happiest with, personally.

that each resident of a given facility will pay the same amount irrespective of care level, ‘care-related co-payment’ sounds like the exact opposite of ‘einrichtungseinheitlicher Eigenanteil’. There are more red flags with that translation (care-related and care related). The Gesundheitsministerium seems to be skimping on translation..
As for US English or UK English, that’s for Anna to decide. Either variety is obviously widely used beyond national borders and their use never limited to US or UK readerships only.

Well, after much research I have now found the above term in use on a Ministerial website in English translation. It seems to fit the bill, and, to avoid multiplying terminology across different information sources, I will probably use this in my translation. See below.

Just coming back to this now, thank you all so much for help.

I agree with Gudrun this new term applies to the law reforms coming into effect in the New Year so a good translation may not yet have been coined. I like the term "copayment" or "contribution" and, like Ramey, would be a little wary of using the term "standard" here as it may send the reader off looking for a standard charge which does not exist. At the moment, I'm looking at something like:

Resident's personal contribution / resident's required copayment

to use all your helpful suggestions.

as it infers that ALL facilities have the same rate. As I understand it in Gudrun's helpful definition, each facility determines its own base-rate according to whatever criteria. Therefore the residents' pay a facility-conform residency charge (no, I wouldn't say facility-wide, because then the nurses, etc. would have to pay, too).

This is a fairly recent change of law applicable as from 1 January 2017. I have not been able to find an "official" translation either, so you might have to create one. The link in my reference comment includes a formula which each German institution running a nursing home for the elderly can use to calculate the resident's own standard contribution for that particular institution.
