I know that this term has come up before but I'm not sure how to translate it in this context (in fact I don't know if this is even done in the USA). My best guess so far would be repurchase or buy-back:

Genügt im Fall der Rücknahme die schriftliche Bestätigung des zurückgebenden Betriebs, dass das Arzneimittel tatsächlich von dem zurücknehmenden Großhändler bezogen wurde?

I think that your suggestions of repurchase and buy-back are fairly close to the mark, however in pharma (or wholesalers in general, especially automotive/mechanical) in a US context people tend to talk about recalls.

So in this case, it would be something like
"In the case of a recall, does a written notice suffice..."

(Of course, this is only in the case that there was a fault found with the product. Otherwise I think a safer bet would be "return".)
