Explanation:
I'd say, as *HV*, in terms of the German statutory health insurance (and accident insurance), is clearly related to in-patient rehab. Thus, this specific abbreviation (*HV* - "Heilverfahren; see Marga's post and Brigitte's contribution) must be distinguished from the - more or less - generalizing terms *treatment/therapy". The latter can also refer to in-patient or outpatient treatments in hospitals or clinics/doctor's offices.

One might as well just omit "program" and just say *rehabilitation".
