I am having difficulty understanding what this whole finding is saying. I am understanding the "manschette" as a "cuffing" here. From searching online, it seems this might be talking about perihilar congestion / perihilar haze / peribronchial cuffing; however, I am having difficulty in making a decision and your support is much appreciated.
