I googled this term and just got references to the same text I'm translating, and poor quality machine translations that I don't trust. I did find a patent for "Process for coating sheet material" invented by D.E. FOWLER, which describes a process that seems similar to the one mentioned in what I'm translating. Could the German Fouler possibly be a misspelling of "Fowler"? I tried googling "Fowler process" but that seems to refer to something entirely different. Here's the context:

The Fowler Process is an industry and laboratory route to fluorocarbons, by fluorinating hydrocarbons or their partially fluorinated derivatives in the vapor phase over cobalt(III) fluoride.

For cyclic perfluorocarbon, the aromatic hydrocarbon is the preferred choice, so for example, toluene is the feedstock for perfluoromethylcyclohexane, rather than methylcyclohexane, as less fluorine is required. Often partially fluorinated feedstocks are used, for example, bis-1,3-(trifluoromethyl)benzene to make perfluoro-1,3-dimethylcyclohexane. Although these are considerably more expensive, they require less fluorine and more importantly, they generally give higher yields, as the cabocation rearrangements are much less likely.

Dies erscheint mir sehr plausibel, weil viele Stoffe mit Fluorkohlenwasserstoffen beschichtet werden. Man denke auch an Teflon.

Polytetrafluorethylen (Kurzzeichen PTFE, gelegentlich auch Polytetrafluorethen) ist ein unverzweigtes, linear aufgebautes, teilkristallines Polymer aus Fluor und Kohlenstoff. Umgangssprachlich wird dieser Kunststoff oft mit dem Handelsnamen Teflon der Firma DuPont bezeichnet. Weitere häufig verwendete Handelsnamen anderer Hersteller von PTFE sind Dyneon PTFE (ehemals Hostaflon) und Gore-Tex für PTFE-Membranen.

PTFE gehört zur Klasse der Polyhalogenolefine, zu der auch PCTFE (Polychlortrifluorethylen) gehört. Es gehört zu den Thermoplasten, obwohl es auch Eigenschaften aufweist, die eine eher für duroplastische Kunststoffe typische Verarbeitung bedingen.
