German term or phrase: Qualitätsbeherrschung
I am editing a translated reference book about systems thinking, management processes, etc. In a chapter about quality assurance and control management, I've stumbled upon the term Qualitätsbeherrschung, which the original translator translated as quality control. Somehow that does not sit right with me, but I cannot seem to find an equivalent, though I might just have to leave it. The terms being discussed in this chapter are: Qualitätsmanagement, Qualitätssicherung, Qualitätsbeherrschung, konstruktive und analytische Massnahmen.

This is the German sentence:

Der Begriff "Qualitätsbeherrschung" soll zum Ausdruck bringen, dass man Qualität nicht allein durch die Erarbeitung von methodischen Konzepten, sondern erst durch deren Umsetzung in den Griff bekommt.

Here the original translation:

The term quality control is used to express that quality is not controlled through the development of methodic concepts, but instead through their realization.

Something seems to be lost in the translation, in my mind, not to mention any other issues with the sentence. But right now, I'm still trying to find something better than "quality control".

It is an unconventional term, even in German. Thus there is some freedom of choice among the most striking concepts. I chose "ruling", but "domination" could also be used.

Explanation:
To my native German ears, and on the basis of your explanation, "Qualitätsbeherrschung" seems to refer to the mastery of all quality control processes under real-life conditions. That said, I'm not sure if "mastery" is appropriate here. Perhaps even "consistent implementation of quality control processes" or (shorter) "consistent quality control implementation"?

On a related note, http://www.boehmler-drehteile.de/english/unternehmen/quali.h... suggests that "producing (instead of merely controlling) quality" might be a viable option.
