'Immediate family were not available to discuss post-mortem', is exactly what I thought apropos Ang. and Obd., and also why I thought 'relatives' didn't quite do it for me...
My second thought, in discussion, was 'could not be reached beforehand', although that remains open to the larger context...

Asker: Thank you all - I feel 'bystanders could not be reached' would be the best translation for the context, but I am still not clear about "Obd" since if I assume it is "Obduktion" - postmortem, then how does it fit?

Asker: Yes, I know, but it would work, given the context I originally did not think Obduktion referred to post-mortem though.

agree  Cilian O'Tuama: Maybe somewhat unlikely, but indeed possible. And Obd could even be 'Obdachlosen'. Could be construed to make sense.
