Es ist daher jeweils das Angebot je Los zu bezuschlagen, welches nach Abzug aller angebotenen Nachlässe das wirtschaftlichste Angebot darstellt.

Not sure what "bezuschlagen" means in this context. My gut feel is that it has something to do with applying a surcharge - namely by the "Auftraggeber". But how does this fit in with the "Nachlässe".

Can anyone help?

Explanation:
"Bezuschlagen" doesn't only means surcharges, it also applies to cost structures, where overhead costs are applied to production lots.
So:
"For each lot, apply overhead costs to the offer that reflects the lowest cost after all proposed discounts are applied.
