Es ist daher jeweils das Angebot je Los zu bezuschlagen, welches nach Abzug aller angebotenen Nachlässe das wirtschaftlichste Angebot darstellt.

Not sure what "bezuschlagen" means in this context. My gut feel is that it has something to do with applying a surcharge - namely by the "Auftraggeber". But how does this fit in with the "Nachlässe".

So:
