Explanation:
die Vorhand haben means, legally, to have first option or refusal (Der Grosse Eichborn & Dietl/Lorenz) but surely is not the same as 'in *Vorlage* treten' = pay up front.

Anyhow, it depends how H& P are and what they are up or down to.
