resident dominance of technology Explanation: It seems to entail more than just ownership. I'm inclined to say it has more to do with mastery or having a command of technology; being a driving, defining, dominating force. How about "Technology is adopted and used in Germany, however there is no resident dominance of technology (few producers and service providers)." |

sovereignty over technology Explanation: I think "control" is quite good but "sovereignty" might be better in this context.
