Sorry... Frage schon geschlossen, aber mit Björn... personenbezogen heißt, dass die Firma weder bei Verhinderung von Person A oder auch wenn die Person A das Unternehmen verlässt nicht einfach einen Nachrücker schicken kann und ggf. im Verlauf der Zeit ihre Stimme im Arbeitskreis verliert, wenn ihr Nachrückervorschlag nicht angenommen wird... Dass die Mitglieder einschlägige Erfahrung vorweisen müssen ist Grundvoraussetzung, aber der Kreis behält sich vor, alle neuen Mitglieder immer selbst auszusuchen...

If I understand your post correctly, your suggestion is not the same as Arno's, but it's closer to the source text.

The point isn't whether companies can become members (they basically are, through their representatives), as suggested.

The point is that Person A working at Company B needs to apply for membership and if successful, Person A will become part of the team. It does not mean, however, that whenever Person A cannot attend a meeting, Company B could send employee C.

They can't--because it's "personengebunden."

For all it's worth, I understand this as "membership is tied to individual consultants". It's a lot longer though, but I can't think of anything catchy right now.
