David, this has to do with taxes. “wirksam” means that you can claim these costs as business/operating expenses.
Look here or google betriebsausgabenwirksam + Steuern:
"Bei der Berechnung der Umsatzsteuer und Körperschaftsteuer können auch die (Vorsteuern aus) anteiligen Verwaltungsgemeinkosten entsprechend berücksichtigt werden.
