While I've agreed to David's answer, I think you should find another word for "tumb." If I'm not mistaken, you'd say "naive" in the sense of "primitive" or "crude" if you're talking about the art work itself. The word seems to be related to "dumm" and "taub": https://www.dwds.de/wb/tumb

You're right, it really doesn't. Once upon a time, I used to be dragged through every art museun available (long story), but I still can't get the hang of it. I apologize for the small-size image; the only larger one was an ebay auction, a link that may not be accessible soon.

In "Der Mythos Paul Klee: Eine biographische und kulturgeschichtliche Untersuchung," Manfred Clemenz says that the caricature depicts "...Hitler als hämischen kleinbürgerlichen 'Stammtischler'..." (you can view it on GoogleBooks). Maybe that helps a little. I think it is in line with what I said below and what Stephen (Happy New Year to you too!) described as "just 'going on'."

Yes, philgoddard is correct, the 'er' in the quote is Paul Klee... To give a bit of context, the text is describing the National Socialists' rise to power and the effects this had on Klee and the Bauhaus. I need to find a short translation for this, especially as it is made reference to again later in the text. I think there are several good suggestions here. Thanks, everyone...

Seeing the picture doesn't help much, does it? I'm a big fan of Klee, but I don't think it's his best work.
It looks like the asker may have moved on from this question, but I'm going with David's idea of "barstool". I think it effectively conveys the idea of a drunk holding forth.

It's Paul Klee's 1931 caricature of Hitler, called Der Stammtischler. (Isn't it great how the internet lets you pretend you knew all along?) I've seen this variously translated as "The drunk" or "One of the boys". I haven't managed to find a picture yet, but maybe someone else can.
Picture titles are almost never set in stone, so if you can find the image, you can decide what you think is most appropriate.

In this context, "Stammtischler" means someone who regularly goes to the pub to meet others to blab and babble on and on about politics. Lowbrow entertainment, if you will.

I might have suggested "drinking buddy" - but probably not suitable here, since Hitler was, allegedly, teetotal (at least in later years). A beer hall regular, perhaps?
