The only thing that could make sense here would be 'conversion' [as a consequence of] 'deterioration'

Asker: In fact, another text for this client did have the term "malus" in - therefore I did not think of it in that way here. I think that the purpose of this body is to monitor employee conditions and if they see that there are too many instances of short-notice changes to the roster, they may take steps to limit this or address the issue for "wrongdoing" on the part of the employer. Perhaps?

neutral  Stuart and Aida Nelson: I don't think that the German meaning of 'Malifizierung' applies to your options. If at all, you should research the meaning of 'Malifizierung' in German.

  -> As you yourselves found, all the online German references are to bond conversions, and clearly not relevant here. My reference shows that this concept exists in English and French, and its meaning is likely to be be similar in German.
