my translation so far (work in progress)

For example, they have initiated cluster-programs for particular sectors or regions, or founded institutions that are supposed to initiate public-private projects.

I do find "cluster programmes" in Linguee but have never heard the term so wanted a second opinion

cluster programmes
Explanation:
A cluster is a location containing a large number of high-tech businesses. It's often located near a university, so that the businesses can benefit from research being carried out there.

"Supposed to initiate" is not quite right - I would leave out "supposed".

So it's "founded institutions to initiate/promote".

Notes to answerer
Asker: I didn't feel right about the "supposed to" either. My problem is I translate too literally. I think that represents a lack of confidence, which will (hopefully) improve with experience.

Markus, I'm merely pointing out the huge resemblance. When I read your 'work in progress', my first thought was that it's a MT so I fed the source text into GT. I've presented the result above.
That's why I asked if you were post-editing a MT (see title of my post - but I now see I forgot the question-mark).
