German term or phrase: Förderung
Translating from German to English, in the context of environment, I frequently have to translate "Förderung" (noun) or "fördern" (verb). I'm not sure how this word is used...

Does it mean supporting financially? or endorsing a program or cause? or does it mean promoting something?

help!! please

agree  Gordon Matthews: "promoting" is usually a good translation, although "the promotion of" might be better depending on the context. The "promotion" very often takes the form of financial support, so "providing financial support for" is often a good alternative.

putting resources into

Explanation:
I agree with Björn that 'Förderung' usually entails some form of financial backing but it may not be limited to that. In my opinion, this term is not as narrow as 'funding', covers more than 'promotion', and is less generic than 'support'.

"Putting resources into integrated land use planning for the Kayan Sembakung Delta will achieve better protection of peat ecosystems."

fostering

Explanation:
is just another opportunity. I have read and written many grant applications/project reports and came across various opportunities including fostering, promoting, strengthening, improving, furthering, facilitating, encouraging, ...

You can google "foster knowledge management" or "foster cooperation".

Often not only financial but also technical assistance is provided in international cooperation, so I would not limit it to financial support.
