Danke für die nachträgliche Unterstützung. Ich hatte Ausdrücke wie "schedule", "upgrade" und "also" bewusst vermieden, weil diese zu ungenau sind, sowohl zeitlich, als auch im Bezug auf die Abhängigkeiten zwischen den einzelnen Maßnahmen und deren Arten.
Wieder mal ein gutes Beispiel für die Unbeschwertheit, mit der viele Nichtfachleute hier kommentieren und einen Vorschlag unterstützen, der in mehrfacher Hinsicht zweifelhaft ist.
Ich wünschte mir in diesem Forum mehr Beiträge von Fachleuten, die sich mit den jeweiligen Themen auskennen, wie Björn, und die verschiedenen Abhängigkeiten und Bedeutungsunterschiede bei Fachbegriffen berücksichtigen.
Most of the products offered have nothing to do with what you're asking. I will say, though, that some websites do call it an energy efficiency upgrade, at least in the U.S., so it's not like it isn't understandable, but it's almost as vague as home improvements.
I don't agree when it comes to "thermal retrofit," because that's not a very widespread collocation, IMO (and don't use any -ing, please; a noun is sufficient) and the other term in German is energetische Sanierung, though I sincerely hope you aren't going to use "energetic" (somewhat acceptable in American English but unacceptable in UK English, IIRC).
I gave one ENS example ("focused on thermal efficiency") below.

Had you focused on this part of your argument, Johannes, instead of "also," I would have agreed because you can schedule whatever the heck you want; that doesn't mean you're actually going to go through with it.

I'm sorry to respond so late, but I've been on here sporadically because I was somewhat sick. Also, I honestly didn't expect this outcome.
I feel I need to add a couple of points because, in essence, I agree with Johannes, though I don't agree with most of his suggestions. I wish this could have been left running, at least.
1) I know I told you this before, Martina, but some of your source docs are really not OK. It's nothing you can do about, I realize that, but while I may not be fluent in Austrian German, some of it is just odd.
Take this here. The German sentence is actually misleading consumers. It should've been phrased as it was here: "Neben der Förderung von thermischen Sanierungen von Gebäuden und der damit forcierten Verringerung des Heizwärmebedarfs, soll zusätzlich ein Anreiz für den Ausstieg aus Ölheizungen gegeben werden. This is a clear-cut statement because "Sanierung" is the prerequisite(!!!) for the incentive (Anreiz).
Wie Björn richtig zitiert, ist "also" nur dann also "gleichzeitig" zu interpretieren, wenn dies im Zusammenhang mit einem bereits vorhandenen guten Standard einer umfassenden Sanierung steht oder gleichzeitig thermische Sanierungsmaßnahmen durchgeführt werden. Dies ist in der gewählten Formulierung "to schedule" aber nicht zu erkennen, weil die Planung eines Upgrades unabhängig vom Systemwechsel und ohne zeitlichen Bezug erfolgen kann.
Außerdem hat er Vorbehalte gegenüber dem Ausdruck "upgrade", weil das nichts über die Verbesserung des Wirkungsgrades aussagt. Und der Austausch des fossilen Heizungssystems ist auch mehr als nur ein "Upgrade". Ein Upgrade kann kann auch nur eine neue Steuerprogrammfunktion für die Bedienung beinhalten, ohne dass sie den Wirkungsgrad oder die Anlage selbst beeinflusst. Björn schlug statt dessen den Ausdruck "retrofit" vor.
Ich habe große Bedenken, dass der (englische) Kunde mit der Übersetzung einverstanden ist, oder diese so versteht, wie sie im Deutschen gemeint ist. Deshalb bitte noch mal die tatsächlich verwendete Formulierung angeben!

It means that the government will only offer rebates under the No More Oil Heat program if you also improve the energy efficiency of the entire building or if that has already been done.
All of it can be called a retrofit (see links below) and the same goes for the other two answers. So, while upgrade isn't wrong, it is a bit non-sensical to suggest that the installation of a heat pump won't increase the energy efficiency of one's home. That's why I'd argue "instead" would be better.
Just because something shows up in a dictionary (and half of the well-known ones don't include it, e.g., Cambridge, Longman and Macmillan) doesn't mean it's in widespread use (try one of M-W's daily word games and you'll know what I'm talking about). I certainly don't like the German "ironisieren". There are easier ways to express this.
Most native-speaker Ghits lead nowhere, though I do find it a lot, I guess, in discussions of literature on GoogleBooks. So, now I know, thanks. Whether Herbie "indulged in irony" is another matter. He's actually right about this not being simultaneous. That would mean the boiler is installed at exactly the same time as those other home improvements. Hardly gonna happen.
So Michael's "also" would be fine if it were not for the fact that the source document isn't very well written to begin with. It shouldn't be gleichzeitig but zusätzlich and installing a heat pump is part of an upgrade. In essence, either you choose option A (pump) or option B (the whole shebang).

Serious question: Could you please tell me how often the word "ironize" is used by ENS? I pretty much know it's not British and it does appear in AmE dics, but I have never heard it used, ever.

"Please don't ironize!" I must say, Leo offers many possibilities for Sanierung, but "ironizing" surely wasn't Herbie's intent. He was merely objecting to your "rehabilitation" as a viable option in this case.
