'Tönung' is a tint which only covers the hair and washes out slowly over a few weeks whereas 'Färbung' is colour or dye which is more permanent as it goes deeper and grows out slowly (requiring the roots to be redone).

Meaning is barely distinguishable (in my opinion), but the two terms can be used in hair colouring.

To me, the difference between tint and colour (in English at least) is that a 'tint' only alters your hair colour a little (a change of shade), whereas a full colour could mean a more radical change (e.g. brunette to blond). Using 'Tönung' for 'highlight' would not be quite right, in my opinion, as the shade could be lightened or darkened (highlights and lowlights).

Explanation:
YEars ago it was called 'tinting' as opposed to 'dyeing'. Now dyes are usually referred to as colourants. I think I would translate 'Tönung' as 'colouring' which can be a generic term just in case they also mean 'permanent colouring'.
