German term or phrase: umfangreiche Regelwerke und Datenbanken manuell programmiert und gefüllt
Hello everyone,

I'm translating the English version/translation of the book Künstliche Intelligenz für Sales, Marketing und Service (AI in Marketing, Sales and Service) by Peter Gentsch. And sometimes the English in the book seems a bit strange (or difficult to understand) to me.

This is the German original:

3.6.1 Symbolische AI

This is the English translation:

3.1.1 Symbolic AI

Since the conference at Dartmouth College in 1956, a variety of different methods and technologies have been developed for the construction of intelligent systems.

Even if neuronal networks and thus the approach of sub-symbolic AI dominates today, the field of research was dominated by the symbolic approach for a long time. This “classical” approach by John Haugeland called “Good Old-Fashioned Artificial Intelligence” (GOFAI) used defined rules to come to intelligent conclusions depending on the input. Up to the AI winter of the 1990s, “artificial intelligences” were developed ***by programming and filling control equipment and standards and databases to then be able to access them in practice. To this day, a large number of search, planning or optimisation algorithms and methods from the times of symbolic artificial intelligence are applied in modern systems, which today are simply regarded as excellent algorithms of informatics.

I'm not sure I understand what "filling control equipment" means. I tried to ask my Russian colleagues about the meaning of the Englsh phrase

https://www.translatorscafe.com/tcterms/RU/question.aspx?id=...

but although their ideas seem reasonable, none of them knows what exactly "by filling control equipment" means.

So I'd like to know the meaning of the original German phrase.

Thank you.

English translation:manually programming and populating large rule systems and databases
Explanation:
I thin k the English translator was just guessing :-)

http://dictionary.reverso.net/german-english/regelwerk

For example, machine translation is based on rules, in this case the grammars of the languages being translated, and databases containing large corpuses of examples.
