This is not a clearly written sentence. I think the idea here is "readily available," but it needs an object, and I think that is, unfortunately, the water in your case. For example: Glyphosate is relatively stable in water and (because of its high solubility) readily dissolves in it.

Bronstad and Friestad (1985) also found that glyphosate shows little propensity toward hydrolytic decomposition.
