English translation: Negotiated award

German to English translations [PRO]
Bus/Financial - Business/Commerce (general) / Bids for tenders
German term or phrase: Verhandlungsvergabe
In the "Unterschwellenvergabeverordnung" (UVgO), I can't see much difference between "Verhandlungsverfahren" and "Verhandlungsvergabe".

I've been unable to find any translation of this term, and am just not sure what it's referring to: an "award of negotiations" to a bidder, maybe?
