Hey there,

I am translating some longish confidential assessment material on retail procedures and operations, and in the ToC it says at exactly the same hierarchical level of the numbering classification, at a distance of some 4 headline items apart from one another:

Zielsetzung

....
Ziele

Does this mean Strategy vs. Objectives? I mean obviously it does, but how to properly phrase this?

There's the overarching strategy for the report, and then there's the more detailed objectives that define fulfillment of the strategy and how to get there.

Anyway, see I cannot put the same word twice.

The same can also be said as "the definition of goals vs. the goals themselves". This is the "long" but absolutely correct form.
