I hate to say it... but I have found a few examples of "creative" being used like this by US companies, still don't like it in this short sentence, especially as the last word - just really seems like something is missing and doesnt say very much, but here are two of the examples:
"Throughout his career he has been involved in a variety of aspects of demand generation – whether developing strategies and creative, or deploying systems for metrics." www.pwb.com/team/
"With extensive experience in developing strategies and creative for premium brands and luxury products, our team..."

I still wouldnt use it - especially if the audience is UK or non-US.

The whole sentence is pretty meaningless - strategies for what? "offering/developing (both) strategic and creative solutions" might be one way around it that is as vague as the German.
"...developing strategies and creative." is nonsense.

The correct answer isn't "creative". Creative can be used as a noun, meaning a creative person such as a copywriter, but that doesn't make sense here. Your text says Kreation, not Kreativ.
