Le conseil de classe donne parfois des encouragements ou des félicitations aux élèves en fonction de leurs efforts et résultats. Je ne sais pas si le même système existe hors de France.

Creo que esto existe sólo en el sistema francés. Se usa para indicarle al alumno que siga así, o, cuando le cuesta lograr sus objetivos, para que no se desanime. Creo que la palabra "ánimo" podría traducir eso en ambos casos.
