Elle amenuiserait la signification du bienfondé sanitaire des interdictions de fumer dans les lieux publics. Elle entraverait aussi la possibilité d’arrêter de fumer à l’aide du vapotage. Enfin, elle porterait préjudice aux consommateurs, notamment ***néophytes***, qui seraient privés d’essayer et de recevoir des explications pratiques en magasins ou dans les espaces d’aide ou d’entraide à l’arrêt tabagique avec le vapotage. Ceci pourrait entrainer des mésusages par défaut d’explication pratique.
