Néanmoins, l’attractivité des sites et des grands événements (festivals In et Off, Cheval Passion…) a contribué à maintenir un niveau de fréquentation satisfaisant. Seul secteur enregistrant une progression constante de visiteurs, les festivals et événements présentent pour 2009 une évolution à la hausse. Ceux-ci bénéficient d’un renforcement des clientèles de proximité mais aussi du phénomène de recherche de périodes et de lieux festifs de proximité.

In other words, the organizers see when big events during a given week or weekend are going to take place. They then plan their events at the same time to boost attendance.

There is also the "phénomène de lieux festifs de proximité", which is the availability of local venues in a given area or region.

disagree  Tony M: The source text makes it pretty clear that it is indeed about the tourists themselves. / It's discussing customer behaviour, and there is no mention anywhere of event organizers.

  -> Makes it pretty clear? New trend for people to check on dates to see when festivals/events coincide? Yes, and customer behavior is heavily influenced by the decisions of event planners. The text is not very clearly written, I may add.
