Hi Colin, that's a tricky (but interesting) one as "compter" is used straight afterwards in the reference to the post office. While for the post office it is clear that "compter" means "rely on", I think for the factory it means "include" or "be part of". I found the full article online, I read some of it, around this particular section, and the author says that "Un territoire, c’est d’abord la liste des entités dont on dépend." Later he says again "le territoire (au sens de la liste des entités dont on dépend) bien distingué du territoire (au sens de surface bornée captée par une carte)" which is why I think "compter" here refers to "include" or "be part of".
