periscope de visée astrale [PVA]
sextant periscope

Explanation:
Seems to get quite a few relevant Ghits, but not sure if it's the only / commonest term used.

Here's one Ghit that mentions a 'periscope sextant'

neutral  Graham macLachlan: Gimages gives us a type of sextant for your answer whereas the French term throws up a type of submarine telescope//yeah, I think we're probably talking about two sides of the same coin :)

-> Quite a number of the articles I found on Google describe it specifically in terms of a special periscope used for star sightings from subs (since 'ordinary' ones don't tilt up enough, I guess!) / Yup, Graham, I think so!

star-sighting periscope (with built-in sextant)

Explanation:
Most references I came across talked about taking a sight through the periscope and not of a periscope specifically designed for sighting, bar this one:

Back in the old days the data that the NAVigation Electronic Technicians (NAVETs) recieved, primarily from a star sighting periscope or Navy Navigation ...
www.geocities.com/Pentagon/Bunker/5060/619info/nav.html

This one refers to a "built-in sextant":

At dawn on 17 February 1960, Triton performed its first morning star-sighting using the built-in sextant in its No. 1 periscope during the nightly ...
en.wikipedia.org/wiki/USS_Triton_(SSRN-586)

Most just refer to a periscope through which a star sight can be taken:

Before I move on, we used to try and get our messages at dawn or dusk, the skipper hoping that he could get a star sight fix through the periscope at the ...

The extract below leads me to think that 'our' sextant might be a bit out of date:

La navigation inertielle a conduit à créer et développer des technologies de pointe dans les domaines des gyroscopes et asservissements de très haute précision. Le périscope de visée astrale faisait appel aux ressources les plus ingénieuses de la mécanique, de l'optique et de l'informatique.

But this Ghit backs up Tony's answer to a certain degree:

Périscope de Visée Astrale, permet de faire le point par visée sur des étoiles (sextant périscopique).
