This is from a document describing a contract bidding process. Context:

Indiquer le nom commercial et la dénomination sociale du candidat individuel, les adresses de son établissement et de son siège social (si elle est différente de celle de l’établissement), son adresse électronique, ses numéros de téléphone et de télécopie et son numéro SIRET ; à défaut, un numéro d’identification européen ou international ou propre au pays d’origine du candidat issu d’un répertoire figurant dans la liste des *** ICD ***.


I have found this code in context in many places, but after an hour of searching online, I can't find an expansion of it in English. It is shown here

and it obviously designates a code that in turn represents a list of standard codes. I emailed the person listed on the page, but the email address is no longer active.
