This is simply a type of bag in a list, others being "sac plat", and "sac de voyage". The only references I've found are to bags with some kind of contents thrown in; that is not the case here.

agree  philgoddard: You beat me to it, but I've left my answer in as it has some examples. The asker says it doesn't have things inside it, but all the ones I found did. And I think it can be made of any material, not just leather.

Medium confidence level as the other possibility is that this is describing a bag which features a decoration on the outside. Food items can have "garnishing" so why not bags?!

This example is"garni de strass". If the Asker is absolutely certain there is nothing in the bag, then guft (goodies) bag does not work and the meaning is that the sac is garnished with something, a brooch, a special type of fabric etc.

Not "gUft" but "gIft" of course.

I had considered "goodies bag" rather than "gift bag", but my suggestion may present a problem of register. However, even the chicest of the chic "détournent" a term to enhance their image!

Problem : "gift bag" appears to be an appropriate suggestion, but the Asker says there is nothing in the "sac garni". That seems to contradict the meaning of "sac garni".

This bag is of fabric with pockets on the outside made of leather and described as "garni de cuir".

I think we might say "featuring leather pockets" or "with leather pockets", not necessarily "decorated with" nor expressed grammatically in the same way as the French. I suspect this is coming close to the meaning if the bag really has nothing inside (apart from paper to give it a full look and the sachet of whatever to keep humidity at bay)!

Here you have a selection of special handbags, pouches etc "garni de franges", and others described as "orné de" which would backtranslate nicely to my "decorated with". (Please note that some of these bags are well-dodgy and either chic or fun, are not necessarily the type of bag I would be seen with!) :
