This is an Act relating to public health policy (Act no. 2004-806 of 9 August 2004)

Having looked at the glossary entries, I am confused as to whether 'régie' refers to 'public services' or 'advertising production facilities" in this context:

"La contribution prévue à l'alinéa précédent est assise sur le montant annuel des sommes destinées à l'émission et à la diffusion des messages visés au premier alinéa, hors remise, rabais, ristourne et taxe sur la valeur ajoutée, payées par les annonceurs aux régies."

Explanation:
Although I'm by no means a specialist in this field, it seems to me clear enough from the context given, and from the general logic of the situation, that this is talking, in effect, about their advertising budgets — regulating how much they may spend on advertising, etc.
