This appears twice in a list of the 11 doctors involved in a French medical trial. It appears before the surname, but I think it is a title rather than their initials.

For example (and these are not the real names) , JP. MARTY,

There's no rhyme or reason to it but I can assure you, having had a family doctor who abbreviated his forename, Philippe, to Ph. for 25 years in France that this is the correct answer. The rest of the names (M.H. but JP.) are inconsistencies - they should really be written M-H (probably Marie-Hélène) and J-P (Jean-Pierre, Jean-Paul etc.). But Ph. is Philippe, I can assure you!
