Context: "...rapport fait au ministre le 27 juin 1925 par le bureau de personnel de la Direction de l'artillerie: 'proposition de faire accepter la demission d'un officier **de complement.**' " It's just the phrase "de complement" that's giving me a problem.

I'm still a little doubtful about all this, because it appears that the French Army now has the rank of an "officier de réserve", and only the Belgian Army still calls them "de complément". The first text lends credence, but there's this, too: a fitness report from 1919. (And this one is French, not Belgian.)

Le lieutenant Triaud a fait peu de service au corps mais a donné l'impression d'un officier bien doué, très sérieux, instruit et très militaire, d'un commandement ferme et calme. Il est regrettable qu'il n'ait pu être admis dans l'armée active. Fait un excellent officier de complément.
