Strictly speaking, "couronnement" refers to this part being the top of the manhole shaft or gulley shaft, or whatever. Of course it is also the support for the grille or manhole cover (which may or may not actually sit in a cast-iron frame bedded in the concrete), the surround around the manhole cover/grille, and/or the frame for same.
