Once again, more context is vital here to be sure, but I suspect they are talking about the fact that these slats are made of solid PVC — cheaper ones might be hollow, but that could collect water, for example, or be less strong.

Alternatively, it might be 'solid' in the sense that they don't have holes in them — hence why the context is so vital!

Because this is followed by "recouvert en PVC rigide", it seems as though they are not simply solid slats, but slats with some sort of (insulating foam?) filling. This might also give then some additional strength.
