Here is a document (see first page of ref.) where the caption "mélangeur à sabots" has been sort of blurred out and replaced by "shoe mixer", but was this just another desperate translator who couldn't find a better term? I've never heard of a "shoe mixer" before...

Horse-shoe mixer


Explanation:
or agitator / blender etc.

Supposing the 'sabot' refers to a horse's hoof - hence the shoe attached. Does get a few ghits.

And also supposing it is a synonym of 'agitateur à ancres'.
