Note that "personnes receuillies" would include foster children ("famille d'acceuil" is a foster family).

neutral  Julie Barber: we haven't used "handicapped" in the English speaking world for a long time now. It used to be OK when I was little (quite a while ago now...) but is now considered negative/ agree with "persons" in care, however using handicapped would be wrong

-> Hello. That's a mute point but the asker can easily replace it with disabled or mentally/physically challenged. I don't think this merited a disagree as the main idea of such a person in care is clearly conveyed.

neutral  B D Finch: As is noted, in your reference, by archijacq, these people are living with the taxpayer, not "in care". "In care" would be generally understood as residential care homes./"Homecare" could mean the disabled person's separate home.

-> We were asked to translate only "PERSONNES RECUEILLIES HANDICAPES".You are going to apply hair-splitting to whatever I suggest but using your own logic, "cared for by the taxpayer" is also wrong. It should be "at the taxpayers expense".

neutral  SafeTex: This goes far beyond the words to translate and even if I can see why you think they are at home, there is nothing to suggest that care is paid for by the taxpayer. Even if this is so, it is irrelevant here. The whole phrase is "heavy" cf the French

-> They are not "in care", which would mean residential care. They are financially dependant as indicated by "Tout contribuable peut considérer comme étant à sa charge". Yes, it takes more words to say it in English.
