There would appear to be some reason why the text distinguishes between "commandes" and "marchés". Therefore, I think that the same distinction must be made in translation.

agree  Julie Barber: I also think that there is a difference between being awarded the contracts and the actual orders arising from them. The author distinguished between the two here / yes that's what I meant ;-)

the explanation is there, only the missing punctuation makes it harder to spot:

"les commandes acquises marchés attribués depuis la remise de l'offre technique"
=
les "commandes acquises" SOIT les marchés attribués [à l'entreprise en question] depuis la remise de l'offre technique

this "lettre de confirmation des capacités" is about the capacity of the bidder to fulfil the contract, if allocated to them.

The bidder maybe had enough capacity at the time of submitting the "technical bid" but if the bidder has taken some other contracts after that, the "available capacity" might have been reduced below the threshold - that's the point of this update.


"newly taken contracts" may not be the most usual way of saying it, might also be confusing for the general public, but that expression certainly does exist, and means exactly what it's supposed to mean in this ST.
